Scenario:
A major Investment Bank's IT executive team was short staffed and in desperate need of qualified individuals to assist with development of a Global Program Office and Global IT Budget. The existing management team had been doing a good job running the IT department, but since executive turnover had been so high, there were no available resources to take charge of additional initiatives. In addition, new business decisions were taking place, and it was critical for the IT department to adopt new strategic and tactical plans around these decisions without impacting day-to-day business processes or operations.
